Can you find a corresponding entry in Event Viewer for these errors? That error is indicating that an application failed to initialize properly. This could be a DLL, something in .NET, a service, etc. If you can find the related entry in Event Viewer, it will help track down what is causing this to happen.
Please just walk away. I don't want to have to stand here and say something so awesome that I'll have to remember it the rest of the day. Thank you!

Since it is XP probably the easiest thing to do is an XP reinstall.  Put in the XP disk and boot from it.  Hit enter to install windows then F8 to accept the license.  Then you should be able to hit R to repair the copy of windows already installed.  You need to have the same version of disk (Home or Pro) that is already installed.  After doing this you will need to install all the updates again as well.  Oh yeah you will need the Product Key so you might want to run the Magical Jelly Bean Key Finder to get that before you do the reinstall.

Pretty much what I was gonna say. I betcha that if it's that fubar'd, it's only had the OS installed once or twice. At that point, the most time-efficient thing to do would be to reinstall XP. Or Linux, if you really wanna mess with the guy.

If you do the XP reinstall you keep all the programs settings and files.  You are simply reinstalling the windows components to fix the errors.  Can usually bring a FUBAR'ed OS back from the brink.  If that doesn't work you will have to copy the files you want out and nuke the disk and reinstall from scratch.

Might wanna try the 'Repair' first before blowing it up:

I never recommend a reinstall over top of the old OS(unless it's a mac*).  Although the "Programs and files" are still present on the disk they aren't installed correctly any more and may be missing much needed registry keys.  If the repair doesn't work back up your data and wipe and Reload.  Most of the time reinstalling over the old OS is a band aid(unless it's a mac*).

Sorry I didn't phrase it correctly.  When I meant XP reinstall I meant Repair Install.
