Pretty much what I was gonna say. I betcha that if it's that fubar'd, it's only had the OS installed once or twice. At that point, the most time-efficient thing to do would be to reinstall XP. Or Linux, if you really wanna mess with the guy.
If you do the XP reinstall you keep all the programs settings and files. You are simply reinstalling the windows components to fix the errors. Can usually bring a FUBAR'ed OS back from the brink. If that doesn't work you will have to copy the files you want out and nuke the disk and reinstall from scratch.

Although the "Programs and files" are still present on the disk they aren't installed correctly any more and may be missing much needed registry keys. If the repair doesn't work back up your data and wipe and Reload. Sorry I didn't phrase it correctly. When I meant XP reinstall I meant Repair Install.
Nuke 'em from orbit. It's the only way to be sure.
