i haven't been keeping up on the latest stuff...i know i am slacking off a little but i was thinking about building the budget rig i have been pondering for quite some time now and it is finally getting to me too bad so here is the question...

what is the best card out for under 250 bucks?
I know this is a very opinionated question and i know i will get some different answers so i just want to know what is what right now as far as the computer graphics  department... thanks guys...

I would normally recommend a GeForce 6800GT or GT OC, but they seem to be out of your budget range running around $300+

Under 250...I would have to say a geforce 6600 gt oc. I think it retails on pricewatch for around 200. The main downfall is that most 6600'ds are 128mb cards, though a few are 256. The 128 mb gt oc's come stock with a 550 mhz core processor. I had one before and I have to say that it's really close to top for the price. I had a amd 64 3000+ with my 6600 and got a aquamark 3 score of 5600. I managed to get it up to 6000 when I oc'd the processor and card a bit. When I upgraded to my amd 64 4000+ and my 6800gt, I managed to get 6500...so really, it's pretty close. You'll be able to run most newer games at medium with no prob. as long as you have enough processor power and ram (1 gb+). Great Card for the price.
