Any body have an Intel 478 board

I have a pal who's rig is down and out.  Here is what I have done so far:

1) There is a green led, so I dont think its the existing power supply or power connector.
2) I did hook up a different power supply (400 w) and still no boot.
3) I pulled off the heatsink and fan, and the processor does not seem burnt.
4) I see no blown caps, scarring, etc.

So at this point, I am looking for board to try the processor in.  If anyone has any other ideas, let me know.

pull the ram and test it with some other ram of the same type.  When you power it on, are the fans powering on?  Is the HD spinning up?  Anything shorting the MB?  Is that P4(12v rail) connector...connected?

No power at all.
No fans.
No HDs.
Yes.

I have a 478 MB that I can bring to the LAN for temporary testing.
