wouldn't it be the other way around then? $0.00 for every 1.00ʥ would be the correct exchange rate right?

No. Because 0.00ʥ for every $1.00 would mean you can get huge amounts of US currency for very little ʥ. The other way around means you would need huge amounts of ʥ to get US currency. There is a difference.
