I am looking into upgradeing my video card (OC'ed my X700pro to death), anyhoo. Im running a old Antec true480, and its kinda weak for any serious overclocking as well as running extra h2o pumps and lights, etc.
Im looking at a few PSU's, whats the deal with PCI-e power connections does each card need a seperate rail if you run a SLi setup? I've heard there are some cons to running a dual rail, but no specifics?

Dual rail isn't exactly what it sounds like. The voltages still come from the same place, but they are split and then stabilized. In addition, they aren't "split" in any sort of consistent fashion. The split that you see in the specs is relatively arbitrary - whatever marketing thinks will sell best. That being said, it's still better than having a single rail even of the same voltage. I think by now you already got that OCZ 700W, right? Working pretty well for you, though?

actually the rails are totally seperate circuits, which is better for systems than one big rail
