AMD/ATI is no longer supporting Windows XP in their latest beta drivers:

DirectX 11.2 will only be available on Win8.1.

can it is support on my old laptop??which contain windows vista os.

According to the article/post, yes, Vista is supported. Only XP support is being dropped.
