morning folks. let me start out by saying i dont have any real beef with law enforcement.
Last night i parked my car at a local park, and went to dinner with a friend. i come back a few hours later and we pass a cop heading out of the parking lot.
I get in my car, go the back way out of the park. he proceeds to follow me. i get 1/2 mile down the road he pulls me over. he comes up to my car and says "do you know why i pulled you over" i of course said, "i'm not sure." he says "your wheels stick out past your fender line" i said " is that an issue?" he says "its illegal." he has me step out of the car and look with him. as i go back and hes pointing it out he says "can you also pull out the 2 bottles of liquer in the back of your car(back seat)"... "i already have pictures of them" now... both of these bottles were WELL hidden under my seat. and i had Stock wheels and tails lights back there too. i dont have a clue how he saw them. but it says on the citation "stopped for tires extending beyond the fenders."
now, i KNOW i'm ****ed. but he only wrote me up for "restrictions on alcoholic beverages" my fine was ONLY 107.50.
I'm wondering if that was really a legit reason to look into my car? the tread doesnt go past the fenders.... just the stretch. (i'm runnin brock B2s 10" rears and 8.5 fronts)
How screwed am i?

In the end he got a HUGE soot cloud when i pulled away slowly. (let the clutch slip) god i love straight pipes.

Thats something you can frame and put on a wall. They can get you for just about anything these days. True story a friend of mine got pulled over for window tint. He moved the car into a craft store parking lot and the cop pulled in behind him. Cop gets out and starts talking about his tint. Now my friends tint is black like so black you can't see him in it at all. The cop starts writing him up and has a change of heart. He says, "You know what I have more important things to do then right you up for window tint." And he let him off, and my friend lives in Adams county and doesn't have emissions, hence no cats on the car either. So long story short it amazes me what they can pull you over for. Who really cares how much the wheel and tire sticks out past the fenders I mean seriously.

do u have a pic of the car. It is indeed illegal to have your tires outside your fender welds...However from my dad who worked at a garage for 8 years and from my own personal knowledge, I thought that it must be over 1" past the fender to be illegal. I will do some research if i have time.
In regards to your second question, unfortunately they are allowed to look inside your car. The bitch is that anything within FOS are permitable. They wouldn't be allowed to make you do anything, but if they see like a weapon or drugs, then it would give them there probable cause to search. But to answer your question short and sweet, yes, they're allowed to. Thing that concerns me about your whole situation was the fact he waited until you left the parking lot, then preceded to follow you and give the citation. If it was me, i'd be fighting it. IDK, if he followed you 1/2 mile down the road then proceeded to pull you over, you could have some sort of cause for harassment. If you fight it and he doesn't show, then it's thrown out. That and you always have a good chance of receiving a lesser fine. But that is a gay ass cop with nothing to do but be stupid. God knowing they have other Crap going down that they should be concerned about some fender welds sticking out a little past or crap. Why don't they go solve the numerous unsolved shootings that have been going down recent. Man, useless, thats the only word that comes to mind to describe MOST cops in my opinion.
Oh your downfall, if he shows..that whole /burnout you did won't help so it's pretty risky if you wish to fight it out. IDK, I'll try to look into the fender welds. I would imagine that would most likely be state wide written through Penndot

I don't think he did a burn out, he let out a lot of exhaust because VD drives a diesel car. Am I right?

K, after researching...
According to Penndot Vehical Regulation Codes. Section E Page 14...
A beneath the vehicle inspection shall be
performed as follows:
(1) Inspect tires and wheels and REJECT IF
one or more of the following apply:
A tire’s tread extends beyond the outer
edge of the wheel housing inclusive of
fender flares.
Also found in PA Codes
(i) The fenders do not cover the entire tire tread width of tire that comes in contact with the road surface.
**In that regards, it looks like he had a reason to pull you over, and looking inside the vehicle is allowed when he pulled u over like i said earlier. Anything within his field of view is permitable. So it looks to be solid. Only thing you would have in your favor would be the fact he ended up following you after noticing the vehical.

my tread was 100% under the fender. my rim wasnt. and my stretch sidewall wasnt.

No burnout, slipped the clutch and flooded the injectors with diesel.
That and he has straight pipes, if you don't have a CAT that might cause it as well.
diesels are exempt in cumberland and york. my car only needs to have a pipe. cat = not needed. same with muffer.
both muffler and cat= a waste since i'm running B100 (100% soybean oil)

No car will EVER pay for itself... It's a tool and a money pit from start to finish unless it's a collector's item, but then you wouldn't be driving it everyday... Just his pit doesn't outright suck the money from his wallet.

Especially if he gets his grease car conversion going. Fryer vat oil here he comes
