It's not that they can 'get in yer Crap and steal your files'...it's the fact that in the disclaimer it says:

It almost sounds like they just cut/pasted that from some other EULA, like from a DoD agreement or something. I can't see some lawyer writing that from scratch explicitly for the CARS program.

  Its from the dealer side of the page, not the consumer, and it pretty much says if you ttempt to defraud us you are going to PMITA prison.

  So, to recap Glen Beck is a psycho, and the guberment is out to get you, just not through cars.gov.
